What is Pradhan Mantri Kaushal Vikas Yojana?

More than 60% of India’s population belongs to the working-age group, that is, 15-59 years. About 54% of them are below 25. Keeping this in mind, the Government has introduced many training programs for these youth sections of society to help in economic growth.

The scheme’s targets are to up-skill and re-skill almost 400 Million people within 2022. The Government of India has engaged eighteen of its ministries in various programs. It includes target skill development, employment generation, and so many programs.

Pradhan Mantri Kaushal Vikas Yojana will help in the inclusive growth of the country. Its development schemes mainly focus on increasing the income of the young people below the poverty section. The secondary and tertiary sectors need skilled and efficient people in the industry. That is why the Government has launched this scheme to train the people in the education system.

In 2016, 17.93 lakh people out of 18 lakh enrolled candidates have trained with these programs. Hence, the scheme is now approved for another four years, which is 2016-2020, to assist 10 million youth.

The Government has allocated 12,000 crores for this program. National Occupational Standards has given the basis of the training programs. Various Sector Skill Councils have developed quality plans and qualification plans.

What are the tasks set-up in the scheme?

MSDE has brought all the skilling activities under one umbrella framework and aligned all of them to common standards. They have arranged different activities for various institutions and agencies. Three agencies are currently operating with MSDE.

  • National Skill Development Authority (NSDA): NSDA is an autonomous organization under MSDE. They are working with the implementation of the National Skills Qualification Framework (NSQF) and strengthening State Skill Development Missions (SSDMs).
  • National Skill Development Corporation (NSDC): NSDC is a non-profit company set up by the Ministry of Finance. They are working with the implementation of the MSDE skill development programs. It includes Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2016-2020), Pradhan Mantri Kaushal Vikas Kendra (PMKK). This organization is funding private sector skilling companies to establish Skill Development Centres (SDCs) on soft loan terms and conditions. Besides, they are working with the Establishment and Monitoring of Sector Skill Councils (SSCs). The SSCs are industry enabled organizations working with skill development in particular sectors.
  • Directorate General of Training (DGT): DGT is working with the establishment and monitoring of long term vocational training institutions called Industrial Training Institutes (ITIs). Besides, they are promoting apprenticeships.

What are the implementations?

NSDC is implementing the Pradhan Mantri Kaushal Vikas Yojana. Thescheme will use Central and State Governments’ affiliated training providers for the training programs. All training providers have to register on the SMART portal. This way, they become eligible for participating in this skill development scheme.

The training in this scheme includes soft skills, good work ethics, personal grooming, and behavioural change for cleanliness. All the Sector Skill Councils and the State Governments have to monitor the skill training, thoroughly, under the scheme.

The key components of the Pradhan Mantri Kaushal Vikas Yojana(PMKVY):

Short Term Course:

The Short Term Training courses taught at PMKVY Training Centres help the candidates who are either school/college dropouts or unemployed. The candidate will get training according to the National Skills Qualification Framework (NSQF). Apart from that, the training centres shall also provide training in Soft Skills, Entrepreneurship, Financial and Digital Literacy.

The length of the training period will vary per job role. It can be between 150 and 300 hours. Once the candidates successfully complete their assessment, they will get placement assistance from the training centres.

With this scheme, the Government will pay the training and assessment fee. It will directly go to the training partners. The Short Term Training component of this Scheme will be of NSQF Level 5 and below that.

Recognition of Prior Learning:

If a candidate has prior learning experience or skill, this program will help her/him. The assessor will assess and provide a certificate under the Recognition of Prior Learning (RPL) component of the Scheme.

This component aims to align the experiences of the unregulated workforce to the NSQF. Project Implementing Agencies (PIAs) such as Sector Skill Councils or other agencies nominated by MSDE or NSDC will get incentives. This way, they will implement RPL projects in any of the three Project Types.

The project types are RPL Camps, RPL at Employers Premises, and RPL centres. If there is a knowledge gap, PIAs can offer Bridge Courses to the candidates.

Special Projects:

The Special Projects component of Pradhan Mantri Kaushal Vikas Yojana(PMKVY) provides a platform that will enable training in special areas. That includes premises of Government organizations, Corporates, or Industry bodies. Besides, it will provide training in special job roles that are not defined under the available Qualification Packs (QPs) or National Occupational Standards (NOSs).

These projects need some deviation from the terms and conditions of Short Term Training for any stakeholder. They can either be Government Institutions of Central and State Governments or Autonomous Organizations, or any other equivalent, or corporates who want to provide training to beneficiaries.

Pradhan Mantri Suraksha Bima Yojana

Kaushal and Rozgar Mela:

Pradhan Mantri Kaushal Vikas Yojana(PMKVY) gives importance to social and community mobilization. Active participation of communities ensures reliability and responsibility. It influences the cumulative knowledge of the community and helps for better functioning.

For this reason, PMKVY gives special importance to the target beneficiaries. They conduct, with the help of training partners, Kaushal and Rozgar Melas every six months with press/media coverage. The beneficiaries also have to participate in the National Career Service Melas and on-ground activities.

Placement Guidelines:

Aptitude, aspiration, and knowledge of the skilled workforce, together, create employment opportunities and demands in the market. The training centres, therefore, will provide placement opportunities to the trained and certified candidates. They should also support entrepreneurship development.

Monitoring Guidelines:

Self-audit reporting, call validations, surprise visits, and monitoring through the Skills Development management system (SDMS) are the methods of monitoring. They are strengthened with advanced technologies.

The eligible beneficiaries for Pradhan Mantri Kaushal Vikas Yojana(PMKVY) are as below.

  • The beneficiary has to be an Indian national. In this case, he/she needs a valid identity proof such as Aadhaar card, Voter’s ID card, or a bank account.
  • Besides, the candidate must be an unemployed young person, or a school or college dropout.

It is a personal accident policy that covers accidental death or permanent total disablement for three years from the policy generation date.
